iPad can't select network-wheel icon perpetually spins our Android phones connect fine

The wheel icon keeps spinning so we can't enter our password to join our wifi network.  Our Android phones connect, so the router is operating correctly, so does the laptop.

Rebooted iPad and router, still keeps spinning...
