Can't get past language and country to set up iPad 3

I just bought a used iPad3 that had iOS7 loaded on (seller said it worked fine.....) It recognizes my home wi-fi but after I enter the password it either just grinds away and nothing happens or it says "No Network connection. The Wi-fi network you selected is not providing an Internet connection" But I am using my laptop right now on that network and there IS an Internet connection. Is it true that I can't set up the iPad until I get a connection? What to do?
